I first read about the elevator idea in ANALOG magazine about 40 years ago. I do wish there was a way to keep governments out of the project & forbid military payloads.
Yes, me too, but the only way I see anything like that happening is the worldwide adoption of anarcho-syndicalism. Which I don't see happening in our lifetimes (and I'm not sure I'd promote such an idea) barring major economic collapse.
