It does not change people's hearts, it just uses fear to keep them in line which in turn drives their prejudices underground where they fester and grow until it explodes in a backlash.
Hmm, how is that any different from telling people to be good or they will go to hell? I mean, even if you candy-coat that spending most of your time talking about love, the prospect of everlasting painful punishment adds a degree of coersion.

In an ideal world, we could appeal to people's reason, common sense, and decency. Some people just don't understand compassion, and this is something i struggle with. I don't know how to get through to them, so if they can't be reached by appealing to their sense of compassion, i'll settle for encouraging them to fear the law.
