If that turns out to be the case, then each generation within each civilization could be characterized by the average stage of consciousness development attained by its adults. The nonverbal social pressures of conformity would force a kind of resonance at that common stage of attainment, so that throwbacks and visionaries would feel pressure to conform outwardly if not inwardly.
I believe Wilber has been envisioning all along a progression of the average stage of development over time.
Where I become sceptical is the idea that there could be a pre-existing range of stages of consciousness development through which each human might develop. For example, the 8 circuit model of Leary and Wilson postulates several stages of future human evolution. There are times when I find it very helpful as a tool of conversation to say that something is first circuit or second circuit or fifth circuit, but I see no clear reason to presume that the sixth, seventh, and eighth circuits represent the definitive "direction" of human evolution.
