He's scientifically honed it to a routine, like a conveyor belt: make douchey statement, let people stew with outrage for 48 hours, and then apologize (but not with a real apology, but "sorry if anyone was upset, and anyway I don't take back what I said"). None of his business deals or media empire ever face any reprisals, and so, when it comes to him, there's no such thing as bad PR.
