A step in the right direction. Definitely. It would be lovely if it had happened without people needing to set up quotas following a genocide, but if it proves stable in its own right, it will be very good for Rwanda.

Historic indeed. I guess it makes some sense to in a largely gendered workforce with a subsistence economy.
Thinking aloud, it'd probably be a good thing for the Timorese to try..
