Your guess is as good as mine. I know that there have been fraud complaints and prosecutions brought against several who have promised the device they're peddling gives free electricity. But maybe the utility companies really are politically powerful enough to persecute folks like them -- after all, just because you're paranoid doesn't mean they aren't really out to get you!
