I'd have to watch it again to pin down the specifics, but i remember coming away from it with the same impression as kali_ma: that it subtly backed away from the most radical aspect of the original graphic novel's message, which was a rejection of all authority whatsoever. Such a message doesn't "sell," so it is said, and when Hollywood spends a lot of money on a movie, they want it to sell.
