I think it's a sensible question. I'm not sure, however, if I think the analogy that you draw is exact. In particular I'm drawn to the phrase "victimised because of something out of their control". There is a difference, in that paradigm at least, between being victimised because of one's nature and one's behaviour and I think the distinction needs to be made.
